Specifies a number of classes of transport protocol procedures and a common encoding to be used with different network qualities of service. The Transport Protocol should be simple but sufficiently general to cater for all the possible Network Service qualities possible, without restricting future extensions. The structuring of the protocol should lead to classes of protocol that will minimize implementation costs and possible incompatibilities. The standard defines mechanisms that can be employed to optimize network tariffs and improve the following qualities of service: integrity of data requirements; different throughput; reliability requirements and different error rates.
