
Identity Fraud: An evaluation of its nature, cost and extent

Identity fraud threatens the very essence of a person's individuality and sense of being. Its manifestations are multiple and fluid; ranging from the theft of real identities to the fabrication of fictitious ones. Its victims include individuals, businesses and society in general. Combating identity fraud is an issue that increasingly dominates the agenda of both government and industry. This study presents research conducted across a large number of Australian organisations, including all levels of government, private-sector and law enforcement, on the impact of identity fraud and the extent and type of organisational response. The results provide an estimate of the total cost of identity fraud to Australia and also present new and innovative ways to assist practitioners and researchers in better understanding the impact of this type of crime at a national level. The research was carried out under the auspices of the Steering Committee on Proof of Identity, a whole-of-government steering committee which includes representatives from the financial services industry, State and Federal law enforcement, and other key State/Territory and Commonwealth agency stakeholders. The Committee is chaired by the Australian Transaction Reports and Analysis Centre (AUSTRAC). Overall the research provides an independent perspective on the manifestation of identity fraud within Australia.
