Defines Over-the-Air-Rekeying (OTAR) protocol for unclassified sensitive government communications. Readers should have knowledge of the Project 25 standards to make use of this document. OTAR is a method of encrypting and sending the encryption keys through the Common Air Interface (CAI) in privacy. This document defines protocol and sets forth procedures to implement OTAR in radios conforming to Project 25 standards. Key management functions are described at a conceptual level.
